Bangsa Indonesia memiliki keragaman budaya yang tersebar di seluruh pelosok tanah air dari Sabang sampai Merauke, dari Miangas sampai Rote dengan keunikan dan identitas masing-masing. Keragaman Budaya tersebut harus didokumentasikan dan dipublikasikan kepada masyarakat sehingga timbul peduli untuk melindungi, mengembangkan dan memanfaatkan.

Lomba dan Pameran Foto Kebudayaan Indonesia merupakan wahana yang efektif dalam mendokumentasikan dan mempublikasikan hasil-hasil kebudayaan. Foto di samping sebagai alat dokumentasi juga sebagai media komunikasi visual mempunyai peran yang sangat penting dalam penyebarluasan informasi.
